This is a device specifically for watering plants. The control valve can control the water drop rate from 0-60 s/drop.

Attach a drip irrigation bottle or other watering can, fill it with water, turn it over and stick it tip down into the substrate.
Turn the valve to the correct water flow.
You can also add a water-soluble fertilizer to the water container.
